Nice summary on the trends. We can confirm that the mobile carriers are looking to roll-out these types of customized platforms -- all variants of a proprietary technology called "FreeBand" where the app itself is preloaded with some form of free/subsidized bandwidth. In sum, placing the bandwidth management rules (who pays, when, for what amounts, revenue sharing, tiers, etc.) is far easier to build and manage in the application layer than within the network core (BSS/OSS legacy framework is not well positioned to do this). Looked at another way, if the auditing of these bandwidth billing functions is done inside the carrier network it is like tracking millions of cats a second (the cats being the bandwidth rules). However, having each on device app do the rules makes each of the millions of phones essentially tracking a few cats each second -- a much more manageable proposition.
